reference to the Clock Tower in Council and of my expres-
-sing doubts there as to there being any general desire on
the part of the public for the demolition of this old
monument there has recently been some discussion in the
press tending to show considerable division of opinion in
the matter. On the one side it is urged that the Tower is
an obstruction to traffic, that it does not serve its pur-
-pose because the clock owing to the reclamation and build-
-ing operations that have taken place since it was put up
in 1862 is invisible from the harbour and from most parts
of the town, that it is unsightly, and that it impedes
light and ventilation in the street where it stands. The
arguments on the other side are set forth with great ful-
-ness in the articles of which I enclose a copy. These
arguments appear to me to have greater weight than those
brought forward by the advocates of removal and I have
decided to leave the Tower where it is. If in future years
the argument of obstruction gains in force by increased
traffic in Queen's Road the removal can be again consider-
-ed, but I am inclined to think that with the transfer of
the Post Office and Supreme Court from their present
locations close to the Tower to the new buildings in
Enclosure.
